Victorian Energy Efficiency Target (VEET) scheme

The Victorian Energy Efficiency Target (VEET) scheme is a Victorian Government initiative promoted as Energy Saver Incentive.

The Victorian Energy Efficiency Target (VEET) scheme, which commenced on 1 January 2009, aims to encourage the uptake of energy efficient technology, initially in the residential sector.

The VEET scheme plays an important role in achieving the Victorian government’s target of reducing greenhouse gas emissions from households by 10 per cent by 2010 and Victoria’s overall emissions to 60 per cent by 2050.

Under the Victorian Energy Efficiency Target (VEET) scheme, accredited persons are able to create Victorian energy efficiency certificates (VEECs) in respect of prescribed activities undertaken on or after 1 January 2009 and before 1 January 2030. The VEET scheme operates in three-year phases, with the setting of new regulations at each phase change. The Victorian Energy Efficiency Target Regulations 2008 (VEET Regulations) sets out the prescribed activities for the first phase of the VEET scheme, i.e. 1 January 2009 to 31 December 2011.

To assist participants and consumers in determining the number of Victorian energy efficiency certificates (VEECs) eligible to be created in respect of an activity, the Commission has prepared the following VEEC calculators.  To use a VEEC calculator, you will need to have on hand product details such as the product brand and model, along with the installation postcode.

VEEC assignment form

A consumer must complete and sign a VEEC assignment form when assigning their right to create VEECs to a third-party accredited person. Before creating VEECs in respect of a prescribed activity, an accredited person must ensure they have a completed and signed VEEC assignment form in respect of the activity undertaken. Accredited persons must retain these forms for at least six years and must provide them to the Commission upon request.

The Commission requires that each VEEC assignment form contain a minimum set of information and form fields. The minimum requirements for each form are outlined in documents available at mandatory information for VEEC assignment forms.
