Insulating your home is a proven way to make your life more comfortable and energy efficient. Thanks to the Federal government rebates, insulation has never been easier or more affordable – as long as you are eligible.
To qualify for free roof insulation, you must follow these steps:
1. Check eligibility. You must:
- Be an Australian citizen or permanent resident aged 18 years or over
- Be an individual (not, for example, be a company or other organisation)
- Be the Owner-Occupier, Beneficial Owner (an individual who is the beneficiary of a trust that owns a dwelling), Landlord or Tenant (with the Landlord's written permission) of the dwelling where the ceiling insulation is to be installed
- Have permission from other owner/s (if the dwelling has more than one owner) and/or the approval of the body corporate (if applicable)
- Not have been granted assistance under the Australian Government’s solar hot water rebate program since 3 February 2009 (for that dwelling)
- Correctly complete and sign the relevant section of the Work Order Form (provided by the Installer)
- Only apply for assistance under the program once per dwelling (you cannot apply for assistance under the Low Emission Assistance Plan For Renters as well)
- Be installing new ceiling insulation – it does not cover the replacement of existing ceiling insulation unless it has negligible effectiveness (that is, at or below 0.5 R-Value). Your installer will need to indicate if existing insulation is 0.5 or less in the Work Order Form.
- Not have received or be entitled to receive assistance for the installation of ceiling insulation in the dwelling under any state, territory or local government scheme which combined with any assistance under this program gives you ssistance in excess of the total cost of the installation of the ceiling insulation.
This scheme does not cover state or territory public housing.
2. Choose an Installer from the Installer Provider Register. To qualify for the rebate, the insulation jobs must be done by a company on the government’s Installer Provider Register. We are on this register and so is our Comfortchoice Specialist Installer network.
3. After December 1st 2009, applicants must obtain two (2) genuine independent quotes from two Installers who are registered by the Govermnet.

- The insulation product you have chosen, and its R-Value
- The area to be insulated
- Total cost (including price per square metre, labour and materials).
Note: if you live in a remote location, you may be exempt from a physical site inspection.

4. Sign forms and retain documentation upon completion. Once the insulation job is complete, you must sign the Work Order Form and hand back to the installer. You must also keep the quote, tax invoice and a copy of the Work Order Form for five years (in case of Government audit).
